Position Paper Subject: Towards Rationalizing Philippine Higher Education by Dr. Allan B. Bernardo
I. Background of the Issue
A. A significant number of reasons and purposes have been articulated concerning the creation of typologies or classification scheme both in the Philippines and abroad since the 1960s. In the House Bill number 363 of the 15th Congress, introduced by Hon. Marcelino A. Teodoro, it was explained that the provision of a definite system for determining the number and distribution of different types of HEIs is necessary in rationalizing the SUCs and all other Higher Education Institutions (HEIs) in the Philippines for allocating resources and for developing interventions for various types of HEIs . Another, and one of the original reasons, is to develop support in research on higher education by providing sound/viable basis for classifying an increasing number of HEIs which on the part of policy-makers will enable them to target policies and programs to categories of similar and related institutions. For students, they will be better able to identify the appropriate institutions for them and make better informed choices. Business and industries would be able to determine which institutions to partner with. A typology that helps HEIs position themselves in the academic market was proposed by Zemsky and Massy (cited in Finn 1998). The mushroom-like proliferation of public HEIs charging extremely cheap tuition and fees but are actually substandard in terms of the quality of academic learning they offer to students is an addition to the concerns. Since these public HEIs offer basically same programs with the private HEIs, despite this aspect on quality, private HEIs are given unfair competition. As a result, there is an influx of students to public HEIs, thus, a greater demand for subsidized higher education and the sad outcome is that all of these, at the expense of basic education.
B. According to Dr. Bernardo (1998), a classification scheme should be useful and could be utilized in order to obtain significant statistical values/data on the distribution of different types of HEIs in selected or assigned regions of the country. This could be used as a reference by CHED in rationalizing standards and making developmental interventions necessary to improve the present status or condition of our HEIs. To give concrete examples, he enumerated some parameters which includes library holdings, research outputs of faculty, faculty development programs, research programs development, to name a few. According to Dr. Bernardo, a certain caveat should be heeded if only to further refine the current typology being used. He likewise proposed the adoption of a typology by the Commission itself for quality purposes. Dr. Bernardo opposes the opinion of some of the discussants that says Philippine universities cannot be typed for reasons that SUCs have been established for a variety of reasons such as politically while private schools are established religiously and academically. Dr. Bernardo stresses that even in the United States where the Carnegie 2000 is being employed, some colleges exist as a result of land grants, some are state-funded and some which are funded for religious purposes. Dr. Bernardo agrees to the fact that indeed, simply typing HEIs is difficult that is why according to him, there should be a reckoning of the non-quantitative aspects of typing. He stated that funding is not solely limited to marine research but as a matter of fact, a significant number of funding exists for various types of social science research, technological and agricultural research. He reiterated that there are so many funding for research worldwide but an institution definitely and logically needs to position itself first if it desires to be a Research University.

The United States is always changing to adapt to the blur of people coming and leaving the country. Although most people do not see how this affects anything besides job availability, immigration affects the education world more than most. Education in the United States has to adapt to its teaching strategies to accommodate all the new students, but sometimes some students are left behind. The argument between whether or not to keep bilingual schooling in America is never stopping. Some schools even have multilingual education now because they have more than two dominant languages at their schools. Bilingual education is education that incorporates different languages into the educational system to help all students. Districts believe that to help all students the schools need to accommodate to all their needs, even if it means everyone learning new things in a more advanced way. As D. Palmer, a research writer for the Urban Review, states, “Two-way immersion promotes bilingualism, cross-cultural appreciation, and academic success” (Palmer 392). This is what pushes most people to support bilingual/multilingual education. ...Many schools exist that don’t create student success. In too many school systems today, students are deprived of the education they need to become successful in life. What is society doing to make sure these students find their way? What does it take for them to become successful participants of society? After reading Freire’s, Pedagogy of the Oppressed, I must say there is some truth to students being oppressed for they are being forced to matriculate in an educational environment they aren’t familiar with; can’t survive in; or don’t want to be in.
Students who are in the predicament noted above are not able to thrive in a strong academic environment because, as Freire states, they don’t know their reality. If they knew their reality, they would be better prepared to adjust to what they need for academic success. My position is that students that will better succeed in vocational or magnet schools. The vocational option is best suited for students that are not college bound and need to learn hands-on job skills to work right out of high school.
For the nontraditional student the magnet option can work well. As a dancer, I attended magnet performing art school and this opportunity allowed me to learn about my craft and move on to earning a scholarship to Temple University in dance and theater. It allowed me the option to get involved in a field that I love and having a love for what you do makes the difference in which you become.
...spending every cent in your pocket is not the right thing to do, but giving as much as you can in the smartest way possible will lead to good results on your end. I think the same goes for education. You have to invest in good education for you to make the most of your learning experience.
Sadly, I think that the educational system in our country is not that good. We always hear politicians giving speeches about the youth being our nation’s only hope, but the government does not set aside enough funds for the proper schooling of young Filipinos. Many news reports show us schools who lack books, chairs, pencils and even classrooms at times! Is it so hard for the government to provide students with their own set of books when the government officials themselves can afford to own about ten or more houses each costing at least one million pesos? Another factor which proves that the Philippines has a poor system of education is that the government fails to give the proper support to several skilled and talented young Filipinos. Sure the government hands out scholarships to several intellectually gifted students who excel in subjects like Math or Science. What about students who are gifted in other aspects though? Education is not limited to the four corners of the classroom. Rather, education refers to a general sense of learning wherein knowledge, skills and habits are transferred from one to another...
Teachers are those who are educating the future of America. Teachers have the huge responsibility and great opportunity to help shape their students into the special individuals God has called them to be. While teachers have a very challenging job, their job is always very rewarding. Teachers help children from developing motor skills all the way until they are handing an adult a doctorate degree. It does not matter what age or level, a teacher has the ability to change a student’s life forever. A great teacher is one who makes learning fun for his students.
The first characteristic of a great teacher is he must be an effective practitioner. An effective practitioner is one who makes sure his lesson is useful. If the lesson is not useful, this can lead to a disengaged class. Of course class was not invented to waste the students time. This is why a good teacher will make sure every single word he says is going to be beneficial and help the student he is teaching. This will mean the teacher does not ramble or tell stories that do not relate to the lesson during the class period. This causes the students to mentally check out. An effective practitioner also understands the correlation of the lesson and the hands on assignments. A good teacher would have his students play an educational computer game as a hands on assignment to further the computer skills that were taught that day. This would keep the lesson exciting and the children engaged....
I do think Lucy Donavan violated the UHD Honesty Policy because she obtained and used unauthorized material to prepare for her Intro to Politics midterm exam and was not honest in her glimpse of seeing the major essay topic.
Lucy obtained the midterm exam from the photocopying machine. The definition of “obtain” in the Merriam Webster Online Dictionary means “to hold on to, or possess.” In the case of Lucy she had possession of the test when she picked it up from the photocopy machine. This fact shows that Lucy did obtain the exam. The UHD Academic Honesty Section 2.2 labeled Academic Honesty Violations, Bullet 3, states that “obtaining and/ or using unauthorized material.” Lucy did violate this section of the policy. Lucy also used the essay topic seen on the exam copy to prepare for her test. She knew the main essay topic and was able to use the “unauthorized material” from the test to make an outline of the topic and present it on the test day. Paragraph 2, Sentence 2 page 410 states, “As soon as Prof. Sanders handed out the exam, she glanced at the essay question, picked up her pen, opened her examination book, and began writing.” The definition of “unauthorized” from the Merriam Webster Dictionary means “unapproved.” Since Lucy did not have Prof. Sander’s permission to look at his test and familiarize herself with the essay topic is in fact unapproved and is a violation under the UHD Honesty Policy.

...a better mode. That is until I leave again. But I do feel women smile more than men, which pisses me off, because it's not that hard to do and everyone enjoys it. I smile a lot and even though my friends may not like it, I feel everyone should smile more often. It would make this world a friendlier place to be. Chapter five discusses sex differences within an organization. I don't think there is much I can talk about with this chapter primarily because there are a lot of differences between males and females in organization life. The way women lead is far different from the way males lead. This chapter goes on to say that male leaders tend to have the "right stuff" to lead. So in order to have similar characteristics within a leadership position females must figure out what that "right stuff" consist of and must nail down that style.
I think when it comes to relationships and seeking the best partner to move on with both males and females are looking for the same type of qualities within each sex. Chapter six explains that women most value stable, trustworthy, intimate, and culturally successful men. I think men seek the same thing in relationship. I know I do. When it comes to biological differences, males and females both adapted crucial survival skills. It's just both didn't receive the same, they received different skills. So they are similar in that they both developed essential skills communicating. Women are superior in nonverbal receiving ability,...

The government is looking to cut cost and they are willing to provide incentives. The government has loans available for farmers to transition into the ethanol business. These farmers are given tax credits and other incentives. "The federal government already grants ethanol blenders a tax allowance of 51 cents per gallon of ethanol they make, and many states pay out additional subsidies" (Ford and Senauer). Many farmers are taking advantage of these incentives. They now have the ability to grow their business and receive financial assistance from the government.
The government will never have the ability to control everything. They morally do not have to put hunger over fuel. The government is in a position where they feel that producing ethanol will save money. This money saved can be invested back into global issues. Making changes for the future in fuel consumption will save billions of gallons of fuel that will not have to be imported. Ethanol is looking to the future of Americans fuel demand. If prices continue to rise we will have to chose eating over going to work to make money.

A few years ago, I watched a terrifying story on ABC's 20/20. It was a story about a teenage girl who had gotten pregnant. She successfully managed to keep her pregnancy from everyone, even her immediate family. She secretly gave birth to a baby girl--by herself-- in the basement of her house. Out of fear, she covered the baby with a blanket and the baby died. There was an investigation and trial on the teenage girl, as to whether she should be convicted of murder or not.
Every year, more than one million teenagers become pregnant. 84% of them are unintended pregnancies. About half of those seek abortion. Many teenagers who seek abortion come from dysfunctional, abusive, or single parent family. In 38 states, a minor must have a parental consent in order to go through with an abortion. This is a problem because the law pushes these young women to choose more dangerous options such as: running away, attempt to suicide, or unsafe abortion. In some cases, such as the case I saw on 20/20, some teens even end up killing their newborn or "trashing" their babies in garbage cans. The law "only punishes those girls who come from dysfunctional families," whose parents are not so supportive.
