The mission of the ministry of education, science, vocation, training and early child education is to enable and provide an education that meets the needs of all Zambians and its people. It is in this line that the government of Zambia through the ministry of education, science and vocational training has tried to empower Zambia and its people through various trainings in education. To this effect the ministry of education came up with the strategic plan 2003-2007 so that it can meet the needs of the Zambian people in education. The main aim of this essay is to discuss the five year Strategic Plan in line with how it attempts to achieve the plans. The essay will first bring out the importance of the strategic plan for a country like Zambia, it will then discuss the attempts which were formulated and a conclusion will be drawn. In order to meet the educational needs of all the Zambian people the strategic plan had a vision statement, this was “quality long-life education for all which is accessible, inclusive, equitable and relevant to individual national global needs and value systems (MOE, 2003: 8)”. In a developing country like Zambia where a lot of development is wanted, a strategic plan is needed to guide how to use, distribute and keep resources coming .The Strategic Plan (2003-2007) is based mostly on three key documents: ‘Educating our Future’ 1996, the Poverty Reduction Strategy Paper (2001/2002), and the Report on the Restructuring and Decentralization of the Ministry of Education (2000). The Plan is also guided by a holistic approach to education which recognizes the inter-linkages and interdependencies between the various stages, beginning with early childhood education, running through formal basic and high school provision, encompassing skills training, university and other tertiary institutions, and extending to adult basic education as well as lifelong education. In line with the vision and goals as stated in the strategic document, the ministry had to adopt some measures which were to make the goals successful. The priorities of the goals were improved access, gender equity and quality in basic education, improved quality and efficiency in high school and tertiary education, development of relevant skills and enhanced learning achievements by all leaners, effective decentralisation of decision making procurement and financial management to districts and schools, and management/mitigation of the impact of HIV/AIDS (MOE, 2003: 8) In order to have an education that benefits all, the ministry of education first targets the grassroots which is Basic Education. Early childhood care education and development was an issue that was to be promoted from preschool in both rural and urban. According to UNESCO (2000:13) children have a right to basic education, it was to this right and to the effect that there was under achievement in basic education especially in rural areas due to lack of preparation through preschool that the Ministry of Education would closely work with the Preschool Association of Zambia through the Ministry of Local Government, NGOS and the private sector to overcome such challenges. In working with these groups, classes would be constructed for preschool in semi basic schools and the Ministry of Education would train teachers in this sector. Among the priorities of the ministry was equitable access to education at all levels through formal and alternative modes of delivery in partnership with key stakeholders. This was going to be achieved by developing a policy that would enable access, quality, and participation by all citizens at all levels of education and promote poverty reduction.
